Summary

This joint resolution proposes to amend the Article 20 of the Constitution of New Mexico by adding a new section to read: “Possession and personal use of marijuana shall be lawful by persons twenty-one years of age or older. The legislature shall provide by law for the production, processing, transportation, sale, taxation and acceptable quantities and places of use of marijuana and hemp to protect public health and safety.” The proposed amendment would be submitted to the people for their approval or rejection at the next general election.

This resolution may provide the benefit of legalizing industrial hemp as an agricultural crop. For more on that issue, see SB-94.
