A Joint Memorial Requesting New Mexico's Congressional Delegation To Request The United States Department Of The Interior And The United States Department Of Agriculture To Establish A Work Group Of The Appropriate Water, Land And Emergency Management Agencies Of The State Of New Mexico And The United States To Develop And Implement Proactive Best Management Practices To Maintain And Preserve The Infrastructure Of The San Juan-chama Project In Southern Colorado And All Watersheds On Federal Lands In New Mexico Prior To Any Potential Forest Fire And Resultant Debris Flow And Flooding.
