Summary

This 133-page Bill, with the emergency clause, enacts the Cannabis Revenue and Freedom Act, whose purpose is to legalize and regulate the production and sale of marijuana. Of interest from a conservation perspective, the bill also provides for the New Mexico Department of Agriculture to issue industrial hemp licenses and agricultural hemp seed production permits.

 

The Department of Agriculture is specifically required to:

  • regulate industrial hemp production and possession and regulate commerce in industrial hemp commodities and products in this state;
  • issue industrial hemp licenses and agricultural hemp seed production permits; and
  • make information that identifies sellers of agricultural hemp seed available to growers.

 

The bill authorized industrial hemp production and possession and commerce in industrial hemp commodities and products in New Mexico. Industrial hemp and agricultural hemp seed are deemed to be an agricultural product that is subject to regulation and licensure by the New Mexico Department of Agriculture.
