Summary

This measure amends the Water Project Finance Act so that the chair of the Water Trust Board will be one of the public members. The other members of the Board are the heads of State agencies, the Municipal League and the Association of Counties. The public members include representatives of the environmental community, irrigation and conservancy districts, acequia water users, soil and water conservation districts and someone appointed by the Indian Affairs Commission.

A potential benefit of the bill might be that the public members will have more time to devote to the Board since they are not running big agencies or organizations and may not serve on as many boards and commissions. A possible concern might be that the public members may not have the same level of experience regarding how governmental entities function.
