Summary

This measure creates a new section of the Water Project Finance Act requiring that at least 10% of the Water Project Fund monies that will be spent on water projects each year will directly benefit water supply associations subject to Sanitary Projects Act and acequia associations.

 

One concern regarding this bill is whether other types of water entities will attempt to carve pieces of the pie out for themselves in this or future sessions and thus pre-allocate the funding without regarding to the projects proposed. Another might be what the pre-allocation will do to the prioritization of quality projects, that is, will more deserving projects go unfunded because of this allocation?
