Summary

The bill makes several changes to the composition of the Water Quality Control Commission, specifically:

  • removing the Secretary of the Health Department; the Directors of the Game & Fish Department, the State Parks Division and the Bureau of Geology and Mineral Resources; and, the Chair of the Oil Conservation Commission (or their designees) from the Commission;
  • eliminating the entities represented by those positions as constituent agencies of the Commission (except for the Health Department as it is not a constituent agency under current law);
  • adding  the Secretary of the Energy, Minerals and Natural Resources Department to the Commission;
  • reducing the number of public members from 4 to 3;
  • requiring that a majority of the members present at a meeting concur in an action of the Commission for it to be valid rather than requiring that at least 6 members who are present concur.

 

The bill extends the Commission’s sunset date to July 1, 2019 and allows it to continue operating until July 1, 2020.
