Summary

This bill provides that an individual taxpayer may designate a portion of the taxpayer’s income tax refund

to be paid to the Animal Care and Facility Fund for the Statewide Dog and Cat Spay and Neuter Program.

 

And it establishes a Statewide Spay and Neuter subaccount in the Animal Care and Facility Fund. Money in the subaccount may only be used to carry out the Statewide Dog and Cat Spay and Neuter Program. Individual taxpayers’ designated tax refund contributions and money collected from the sale by MVD of Spay and Neuter special vehicle registration plates, will be deposited into the new subaccount.

 

A potential benefit of this bill might be expansion through additional funding of the state’s spay and neuter program, resulting in fewer stray dogs and cats and reduced pressure on the state’s animal shelters. Fewer strays may lead to fewer birds and other small wildlife being killed, and may reduce the amount of animal waste that is not picked up.
