Summary

This bill amends Section 62-16-4 NMSA 1978 (Renewable Portfolio Standard) by:

  • removing the requirement that by January 1, 2020, renewable energy must comprise at least 20 percent of each public utility’s total retail sales to New Mexico customers; and
  • extending a provision for reduction, based on procurement requirements, of the renewable portfolio standard to include governmental as well as nongovernmental customers and to include facilities with annual consumption of 10 million kilowatt hours or less.

 

The House Energy, Environment and Natural Resources Committee Substitute simply removes the requirement that by January 1, 2020, renewable energy must comprise at least 20 percent of each public utility’s total retail sales to New Mexico customers.

 

A potential concern regarding this bill is that by easing renewable energy requirements it may have the effect of limiting the development of renewable energy alternatives and prolonging the state’s dependence on high-pollution fossil fuel energy sources.
