Summary
This measure directs the Conservancy Court for the Middle Rio Grande Conservancy District (MRGCD) to assume control of the MRGCD and to appoint a receiver to manage operations of the district. Further, the bill directs the court to establish boundaries for the election of district directors and suspends the next scheduled election for the district once the bill becomes law. It requires elections to take place with regular elections held each even-numbered year in November, that members be elected for staggered four-year terms and that members can serve only two terms consecutively and must then sit one term out before being re-elected. It repeals two provisions of current law addressing conservancy district boards.
One concern with this measure might be that it may disrupt the operations of the MRGCD. On the other hand, if the district is not functioning effectively, the bill may move it toward improved operations.
