Summary

This bill provides that a water association subject to the Sanitary Projects Act that has 2,000 or more members will also be subject to the jurisdiction of the Public Regulation Commission and the provisions of the Public Utility Act. It provides that an individual who rents or leases a residence served by the association and who is billed for service by the association may be a member of the association. And it allows the Department of Environment to act on a petition by as few as 50 members of an association to determine if the association is being operated and managed in the best interests its members.

A possible benefit of this bill might be that those affected associations will better regulated and more responsive to the needs of their members, including individuals who rent or lease their homes from an association.
