Summary

This resolution amends the rules of the House of Representatives to provide that:

  • at the time of second reading of a bill or resolution, or upon receipt of a bill or resolution from the Senate, the speaker must refer it to no fewer than two substantive standing committees;
  • no bill, except a general appropriation bill, or a resolution shall be read a third time until 24 hours have elapsed since the bill or resolution was reported by or discharged from the last committee to which it was referred;
  • no general appropriation bill shall be read a third time until 36 hours have elapsed since the bill was reported by or discharged from the last committee to which it was referred; and
  • each printed roll call vote shall be publicly available on the Legislature’s internet web site within 24 hours of taking the question.

 

Potential benefits of this House Resolution might include more thorough consideration of bills and resolutions and enhanced opportunity for public awareness and involvement in the legislative process. The resolution might lead to fewer bills being rushed through the Legislature on behalf of powerful interests in the final days of a Session.
