Summary

This bill authorizes a municipality or county to adopt, amend, extend and carry out a “comprehensive plan” (replacing current, similar provisions for a county or municipal “master plan”). A “comprehensive plan” is defined as a plan for the development of land use, infrastructure, public facilities, natural resources and economic development within the jurisdiction of the municipality or county.

 

A comprehensive plan is developed through a public participation process and establishes the basis for enacting policies, programs and regulations pertaining to the long-term development of the municipality.

 

A possible benefit of this bill might be a more comprehensive and rigorous planning process at the county and municipal levels of government.
