A bill receives an NCI rating when it is viewed to be outside the scope of conservation bills but may be of interest from a political or nonprofit perspective. Bills may also receive a NCI rating if it has a title that sounds like it might involve conservation but in reality does not.

Outcome: HJR 10 passed the House (36-33) and died in the Senate Finance Committee.
