Summary
This bill, for the Economic and Rural Development Committee, requires the New Mexico Department of Agriculture adopt rules for research on industrial hemp and to issue licenses to grow industrial hemp for research and development purposes. It also provides for the establishment of the New Mexico Industrial Hemp Research and Development Fund, administered by the New Mexico Department of Agriculture to conduct related programs. The bill further specifies that the enumeration of marijuana, THC or chemical derivatives of THC as a Schedule I controlled substances does not apply to cultivation of industrial hemp by qualified entities pursuant to rules adopted by the New Mexico Department of Agriculture.
