Summary
This bill amends the current law governing the State Government Source Reduction and Recycling Program by requiring the Department of Finance and Administration to report the performance of State agencies in their recycling efforts by through a “performance report card.” The report card will:
- measure an agency’s efforts to recycle paper, cardboard, food residual and other recyclable materials, where there is a market; and,
- show the agency’s savings from recycling.
The bill defines “food residual” as “source separated and uncontaminated material that is derived from the processing or discarding of food and that is recyclable.” It includes pre- and post-consumer food scraps.
This bill appears to be a positive step towards helping State agencies increase their recycling efforts and possibly towards helping the State save money.
Outcome: HB 551 passed the House (44-23) and died on the Senate Floor calendar.
