Summary

The Water Trust Board is composed of sixteen members, including representatives of various state agencies, counties, municipalities and the Navajo Nation, and six public members. Five public members are appointed by the governor, and include representatives of the environmental community, irrigation or conservancy districts that use surface water and ground water; acequia water users; and soil and water conservation districts. The Indian Affairs Commission appoints one public member.

 

This bill requires that the chair of the Water Trust Board shall be a public member elected by a quorum of the board members.

 

A possible benefit of this bill might be an additional element of control of the board by those citizen members who are most directly affected by the board’s actions. Another benefit may be that the public member might have more time to devote to the board than an agency head who might sit on a number of state boards or who may designate someone from the agency to take the agency head’s place.
