Summary

This piece of legislation creates the Dry Community Emergency Fund. It authorizes the Secretary of Homeland Security and Emergency Management to expend money from the fund to assist any area of the State suffering a loss of access to water due to an emergency

that threatens the public health, safety or welfare when there is a real or potential negative impact on public health or water quality. The legislation appropriates $200,000 to the Fund. It gives the Governor the ability to replenish the Fund with up to $200,000 if the Fund is depleted during the fiscal year.

 

One question regarding the bill is whether more specificity should be built in. For example, what are the criteria for determining whether or not to make an expenditure. Another might be whether other experts from the State should be involved in that decision and the decision to replenish the Fund.
