This joint resolution applies to Congress for the calling of a convention of the states limited to proposing amendments to the Constitution of the United States that impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government and limit the terms of office for its officials and for Members of Congress.

 

The resolution is based on assertions that the federal government has:

  • created a crushing national debt through improper and imprudent spending;
  • invaded the legitimate roles of the states through the manipulative process of unfunded federal mandates; and
  • ceased to live under a proper interpretation of the Constitution of the United States.

 

One concern regarding this joint resolution might be that such a convention, if based in the beliefs expressed in the resolution’s assertions, could result in the undoing of many federal laws and regulations in support of conservation of the nation’s land, air and water resources.
