Summary

Senate Bill 187 creates an independent Constitutional Revision Commission composed of 15 voting members and 2 advisory members. The Speaker of the House, the President Pro Tempore of the Senate, the Governor and the New Mexico Legislative Council will appoint the members of the Commission. The Chief Justice of the New Mexico Supreme Court (or the Chief Justice’s designee) and the Attorney General (or the Attorney General’s designee) will serve as the advisory members.

The Constitutional Revision Commission will review the New Mexico Constitution and its amendments as well as the constitutions of other states and recommend changes if “desirable and necessary.” If 15 voting members approve of the recommendations, legislation will be drafted and submitted to the Legislature.

The bill makes a $100,000 appropriation for the Commission’s operations.
