Summary

This bill, with the emergency clause, creates the Constitutional Revision Commission, with 15 voting members appointed by the Speaker of the House of Representatives, the President Pro Tem of the Senate, the Governor and the New Mexico Legislative Council. The Chief Justice of the New Mexico Supreme Court and the Attorney General, or their designees, will serve in an advisory capacity.

The Constitutional Revision Commission shall examine the Constitution of New Mexico and the constitutions of other states to recommend changes in the Constitution of New Mexico, as it deems desirable and necessary. Upon majority approval of the 15 voting members, legislation shall be drafted and submitted to the Legislature for its review. The commission will make a full report of its findings and recommendations to the Governor and to each member of the Legislature at least 30 days prior to the next regular session.

$100,000 is appropriated from the New Mexico Legislative Council cash balances to the Legislative Council Service for fiscal years 2015 and 2016 to carry out the provisions of this act.
