Summary

This measure requires the Secretary of the Department of Health (DOH) to conduct a study that will evaluate the health of people working in mining in NM or living in communities associated with current and historical mining activities in the State, It will emphasize those communities associated with uranium mining and milling and with federally designated superfund sites related to uranium mining and milling. The Mining Commission is directed to cooperate with DOH. The study will be conducted between

July 1, 2014 and June 30, 2017 and must address items set forth in the bill. The study will look at the health effects of air, land and water contamination from mining and milling and will consider how to mitigate those effects. The public will have the opportunity to comment during the study.

 

The bill also directs the Mining Commission to adopt a rule that establishes an annual community health study fee to pay for the study. It creates the Community Health Study Fund to be the repository of those fees. The Fund will be administered by the DOH.

 

This bill appears to be positive step towards improved health for people affected by the mining industry. It may also have the effect of holding the mining industry accountable through this study.
