Summary

The bill extends the Coal Surface Mining Commission’s sunset date to July 1, 2019 and allows it to continue operating until July 1, 2020. The bill also extends the repeal of the section setting forth the commission’s duties until July 1, 2010. It is standard procedure for the state’s boards and commissions to have a pre-determined termination date. They are generally extended by measures of this nature as the termination date approaches.

 

The SRC amended the bill on February 19, 2013 to extend the life of the Water Quality Control Commission as well. The new sunset date is July 1, 2019 and it is authorized to continue to operate until July 1, 2020.

 

The HBIC amendments adopted on 3/14/2013 change the effective dates for the sunset of the Water Quality Control Commission to July 1, 2014 and gives it until July 1, 2015 to wind down. This amendment may be of concern because it might reduce the perceived legitimacy of the Commission.
